      In her course Cognitive Psychology, Angelica Quiroga Garza from Universidad de Monterrey describes the philosphy, approach  and use of Rubrics for learning assessment in distance education. 

      Dr. Garza's use of rubrics from her course PS2310: Cognitive Psychology were recognized as an exemplary practice as part of the 2009 Blackboard Exemplary Course Program.
