Here at Joint Forces Staff College (JFSC), we are looking at defining our student-to-faculty ratio requirement for the Advanced Joint Professional Military Education (AJPME) course. The resident Joint Combined Warfighting School (JCWS) attempts to reach a 4:1 ratio. Unfortunately however, AJPME is severely understaffed with several instructors teaching two seminars of up to 23 students each in different phases of the 40-wk blended program. Ideally we need to justify extra faculty to maximize student learning/collaboration potential and be able to offer additional seminars as required.
Does your school have any guidance that we could leverage regarding student/faculty ratio in DL/blended learning programs? Thank you.

We try to keep any seminar from going beyond a 12:1 ratio, however in some limited situations that's been expanded to as many as 16.
Thanks for the quick reply. 16 or less would be ideal for us too based on our experience with larger seminars. I assume your numbers are based on experience. Let me know if you come across any formal justification to help our cause.

It's a number reached by comparing learning objectives/learning outcomes of content/lessons as they relate to Bloom's taxonomy. Ultimately a judegement call of a number to shoot for from an educational quality standpoint, while considering economic factors and budget constraints. If you're looking for a formula of how to get to a number and why... I don't know that one exists.
